1.11 Auto repair ability not working

To recreate:

  • Have a bewitched sword
  • Lower durability
  • Make sure you have xp
  • switch to another item on your hotbar

Result

  • Nothing

I can trigger auto repair for 1.10.2 but not on 1.11 running forge 13.19.1.2189
