What happened?

As far as i know, the mod should automatically duplicate all cutting board recipes to slicer, but it doesnt - there are no recipes for slicer at all.

Do you mean it does not process anything you put on it, or that it does not display the recipe in JEI?

Now it's different for some reason. The cutter is working fine, but there are no recipes showing in JEI.
Should there be recipes in JEI?

no there is no special slicer tab in JEI for the converted recipes, the slicer is just added as a "catalyst" item to the cutting board recipes tab.
If you hover over the slicer and press "U", it should still show you that tab too
