They just dont pick it up.
mobGriefieng is false but i installed mod to override it to specific mob and set villagers to true.
They pick up and share every other plant just not wheat...
If you put wheat in there inventory on the other hand they make bread and share it with the others

try without any other mods on. there must be a conflict. Either that or their inventoy isfull. turn on debug renderers and see
