[bug?] shift clicking items to smeltery only fills controller partially

Shift clicking stacks of smeltable items should fill the smelter to its max.

filling is done on a page by page basis so shift clicking shouldn't fill more than the current page. bulk filling is intended to be done with the item hatch which is yet to be released
