Snowy plants cannot be sheared or cut with the Farmer's Delight knife

Issue description
Snowy plants like Grass, Tall Grass, Ferns, and Tall Ferns will not drop when sheared, and will not generate straw when cut with a Farmer's Delight knife. Sheared snowy Ferns will sometimes drop wheat seeds. Flowers seem unaffected, but they also don't require tools to drop when broken.
Even with no other mods, just Farmer's and S!RM, teleport to Snowy Taiga, and snowy Grass won't drop grass when sheared, or straw when cut.
Not much an issue with vanilla world generation, but when combined with Eternal Winter, which enables snow for all biomes, any grass not under a covering will no longer be usable for straw or seeds.
Additional Details: Playing on 1.18.2, Forge 40.3.0, launched using the Curseforge Launcher
Not a huge issue, but makes getting straw or seeds from grass more difficult.
If further information is needed or I pasted the latest.log incorrectly, please let me know.
