Issue description

Ice is melting in all biomes, even with naturalMelting: false in the config. I first noticed this while flying through an ice spikes biome, and seeing everything being quickly melted. I then tested it on a singleplayer world in a superflat void biome:

Top video is without the mod installed, on a new Forge instance with no mods.

Bottom video is a timelapse of 30 seconds, sped up to 2x speed, with /gamerule randomTickSpeed 3. The only mods installed are Snow! Real Magic! and Kiwi.
