Issue description

It would be awesome if we could wax blocks to prevent a snow layer from accumulating! Similar to how copper works, it would freeze the blocks state.

For instance, there are times where I want only part of the roof/path covered in snow. This method would allow me to prevent some blocks from turning snowy, maintaining a sparser snowy look

Instead of wax, perhaps magma cream can be applied to the block, or something similar on-theme?
