Snow layers are not full blocks (they don't cause mobs to suffocate), but they do block face culling.

In this mod, the collision box height of 8 layers of snow is lower than 0.5. Just look at the picture above. If the player triggers Suffocation Prevention now, it will be able to place its eyes in the snow. This enables X-ray view of the things underground because snow layers do block face culling.
