Rain particles cannot be disabled using the particle option

Make sure you are not opening a duplicate.
- I have searched the issue tracker and did not find an issue describing my bug.

What happened?
Unchecking the "Rain" option in "Particles" does not stop rain from rendering. I expect rain particles to stop rendering when I uncheck the option.

Additional information.
The only mods I used were Sodium, Sodium Extra, and Reese's Sodium Options.
