Actually we already have alternative solution – Sodium Shader Support. At least shader devs can make Sodium-compatible versions of their packs.
The point was that core shaders, as vanilla defines them, would never be supported... as the shader interfaces in Sodium are not compatible with Vanilla's "core shaders". That doesn't mean there would never be support in Sodium for replacing its own shaders.
The only reason why Sodium doesn't currently allow you to do so is because our interfaces are basically undefined, and we don't want people creating resource packs that are going to break every time there are internal changes to Sodium. Not even vanilla Minecraft wants you replacing core shaders, even if resource packs can replace them.
