Tooltips for options can go off the edge of the screen

Bug Description
When the cursor is over certain options, the text can go past the right edge of the window. This affects the default windowed resolution of 854x480, but not fullscreen.
Reproduction Steps
- Have a mouse
- Move the cursor over an option in Video Settings
