Recording with Game Bar will record frames out of order on Intel Arc if FPS uncapped

Bug Description

Discovered while testing #3004 . May not be related as this issue isn't resolved by raising the RAL unlike the other issue.

So TLDR: Recordings made with Game Bar will look like this. This doesn't happen in vanilla minecraft

Reproduction Steps

  • Enable Game Bar recording
  • Move around and rotate your camera a lot

This is an operating system/driver bug which happens with OpenGL applications and various screen capture applications. I've seen it with just about every graphics vendor and most screen capture applications (though curiously, not OBS Studio.) We can't do anything about it.
