Mipmaps not animated on Intel Xe2-HPG

Bug Description

I will report this issue to Intel but I'll make an issue here as well for tracking.
The issue is as the title says. Mipmaps of animated blocks will be stuck on one frame. Flying around and moving your camera a lot may occasionally make it change to another animation frame and be stuck on that instead.

This affects all animated blocks (water, lava, prismarine) but is most apparent on lava.

Go to the nether and observe the lava lakes.

Also FYI this also happens on the experimental builds with AA & texture filtering

This code has been in Sodium for many years and hasn't been changed once. Furthermore, we don't even modify how Minecraft uploads mipmaps. Seeing as there's never been another report of this and that it can only be replicated on Xe2-HPG, this is very likely another driver bug that needs fixing on Intel's part.
