Vsync isn't actually vsync and just locks at 60fps

Expected Behavior
Vsync would eliminate screen tear while capping the framerate at the refresh rate of the monitor
Actual Behavior
Does eliminate screen tear, but ignores the refresh rate of the monitor completely and just caps at 60 fps (instead of 144 in my case). Suspected that my second monitor which does run at 60Hz was interfering somehow but even with that monitor disabled the result is the same.
Reproduction Steps
Just turn vsync on with a monitor that has a higher refresh rate.
