Animated "mob_effect"s don't work right with "Animate Only Visible Textures"

Expected Behavior
If you use an animated texture for a "mob_effect"
While the "Animate Only Visible Textures" is on
It should cycle between the frames at a chosen speed
Because the "effect icons" ARE visible
Actual Behavior
If you use an animated texture for a "mob_effect"
While the "Animate Only Visible Textures" is on
It doesn't cycle between frames
It just stays frozen at the first one
even though the "mob_effect" texture is "Visible" on the screen
Reproduction Steps
- use an animated texture for a "mob_effect"
- activate the "Animate Only Visible Textures" option
- the animation stays on the first frame
