Animate Only Visible Textures setting has no effect

Expected Behavior
All sprites should be ticked (and uploaded) regardless of whether they have been marked active in each frame, when "Animate Only Visible Textures" is disabled.
Actual Behavior
Only sprites that have marked active in each frame are uploaded, as if "Animate Only Visible Textures" were enabled.
Reproduction Steps
The issue is reproducible with Indium (and Modern Industrialization or CTMF) when animated textures are used in rendered chunks, as Indium does not yet support marking animated sprites as active.

This regression seems to have occurred in the refactor to 1.17 mappings, with some changes to how Sprite ticking is modified by Sodium: 7520c16#diff-e98767d910ff5f27dbb3015e61cc18a377ddec878d56270b64147b9aea572cbe
