Biomes incorrectly extend downwards, bleeding into biomes beneath

Expected Behavior
Biomes should be properly segregated vertically.
Actual Behavior
A biome above changes the grass color (and possibly other properties, such as grass, water, fog, precipitation, etc), of the biome below it.
Reproduction Steps
Two biomes being above each other is how I initially noticed this:
Plains biome below, with jungle grass color:
