"Reinforced" Stone Fences (1.9.4, 3.1.6)

Reinforced Stone Fences break instantly when you hit it regardless of whether you have a tool or not.
Have experienced this in Sky Factory 3 as well, also they are not blast resistant, will be destroyed on creeper explosion nearby.
In Sky Factory 3, reinfoced stone fences and reinforced stone brick fences don't work as fences. (1) they insta-break when hit with anything. (2) They do not connect to form a fence, but stand as single posts. This is not just a graphical bug, as I can walk between the posts.
Additional datum: reinforced stone blocks appear to be normal blocks, that take some work to break. Ditto for the reinforced brick blocks. The fences, unfortunately, are useless.
Can confirm this behavior. Mobs even treat it as passable terrain.
