Refill upgrade places items in the hotbar instead of the offhand

Describe the bug
The refill upgrade is unable to refill the offhand. Items go to the main hotbar instead.

To Reproduce
Steps to reproduce the behavior:

  1. Set the refill upgrade to refill torches
  2. Place a stack of torches in the offhand
  3. Right click to place a torch
  4. The backpack places a torch in the first hotbar slot. It keeps 64 torches in my inventory, but not in the right place.

Expected behavior
A torch would be moved from the backpack to the offhand to top-up the stack.
