Fill level is not updated on upgrade apply

MC 1.21.1 Neoforge
I used an Limited Oak Iron Barrel (locked, show fill level is on), fill with cobblestone until limit. Fill level was 100%, but it's not important. I used stack upgrade Tier 2 on it. Volume is changed (x4), but fill level meter is not changed to 25% until open barrel and get some cobblestone and put it back.
