Issue Description:

Player is able to combine any level of soul shard with any other level of shard in anvil, without any need to kill given mobs for seconds shards. For example, you are able to combine t1 shard of slime with t5 shard of pigs, to get t5 shard of slimes, without killing any.

What happens:

Bug that causes that you can combine shards freely in anvil.

What you expected to happen:

Shards should not be able to combine as it was fixed in older version of original soul shards.

Steps to reproduce:

1. Get any desired tier of shard with easy to kill mob.
2. Get shard with one kill on rare mob.
3. Combine in anvil to get rare mob shard with hight tier of shard.
   ...
