Basalt Delta ambient noises playing in Overworld

Bug description
Nearly constantly the game is playing ambient sounds in the overworld from the Basalt Delta biome like the geiger counter, explosions, etc. When this mod is disabled the sounds stop. I have Enabled the "Evaluate Ambient Sounds" option in the config and it fixed the normal ambient sounds but it still plays the Basalt Delta noises

I'm also having this issue with SteamPunk pack. (1.19)
Following your comment asking if it still happens with any other mods I made an instance with just forge and your mod and created a new world. Without touching any setting, I'm getting underground sounds :

I'm not sure how we're getting basalts sounds in overworld in SteamPunk but I'm guessing it's related. Maybe there's a biome tagged as basalt underground?
I'm more than happy to do some more testing to fix this so if you need anything lemme know :)

That seems more like an issue with the cave noises not being occluded properly where-as there shouldn't be any ambient nether noises in the over world at all
I'm using the latest Forge version 1.3.1 and it's still happening. I think it may be an issue with the modpack but the admins for that modpack told me to post the issue here as well.
