Set up an issue form so that people know what to do

You know, you could just set up a form for issues that'll ask people to read open issues before posting. Also if the issue's closed, of course I'm not reading it. It's closed.
Sounds runs just fine alone on quilt (tested and I can confirm I've never had issues because of Quilt and Sounds conflicting).
