When playing on a local server, the sounds of opening function blocks and dragging items in the inventory can be heard by all players, regardless of distance. In addition, the sounds of dragging items in the inventory cannot be turned off. (the sound of the fishing rod is a nightmare)

Might be because of internal server logic being stupid because mojang couldn't be bother to seperate it, ill have to implement player checks in the next update.
