Pack: Dreamcraft 1.19 Fabric

Issue:
Any harvester can be powered fully by placing any Tech reborn power cable attached to it.
The cable doesn't have to lead anywhere and can be just stuck on by itself to power the machine.

Expected behavior: cable doesn't provide power by itself, but only transfers power from generators attached to the cable.

Result: Everyone on the server has max efficiency harvesters and rip thru the progression.
