[Feature] Add configuration options for the Exchanging and Constructor's staves like the workstaff

The Exchanging staff having the following configurations would make it much more enjoyable to use.
- Width Constraint
- Height Constraint
- Contiguous mode and Non-Contiguous Mode
- Destroy Mode (destroys the block that was exchanged with instead of collecting it)
- Surface vs Volumetric mode. (Only affect the exposed surface instead of changing all blocks below the surface)
Builder's Staff would probably find use from some of these options too.
