Describe the bug
When holding an item with a right click effect such as the radiance staff or a placable block in the offhand, and a workstaff in the mainhand, with right click interactions turned off on the workstaff, i'd expect the offhand items to be used, however the workstaff still does its right click animations

To Reproduce
Hold a staff of radiance in your offhand, and a workstaff in your mainhand, shift right click and make sure your workstaff has right click interactions turned off, then try to place a light with your radiance staff

Expected behavior
The radiance staff should place a light

Actual behavior
The workstaff plays its right click animation
