[BUG] Built-in enchantments on Bedrock, Malachite and Glass Crest gear don't work

Describe the bug
The tools and armor in the Bedrock, Malachite, and Glass Crest sets are all intended to come with built-in overenchantments, which serve to both improve the items and make those limit-broken enchants available via gilded book. However, as of the latest Spectrum release, this system is completely nonfunctional.

Recipe displays, such as EMI or the ingame guidebook, display the output of the recipe for any of these items as being enchanted. However, upon actually crafting the item, the result will have no enchantments except for anything that may have been on the tool used in the recipe. This is especially bad for the Malachite and Glass Crest workstaves, since their enchantment-swapping system relies on starting out with one of the swappable enchantments already applied.

To Reproduce

  • Craft any tool or armor piece from the Bedrock, Malachite, or Glass Crest sets
  • Observe that the recipe shown in the book claims you'll get an enchanted item
  • Observe that the actual recipe output is not enchanted

Expected behavior
I would expect the built-in enchantments shown in the book to actually be applied.
