[BUG] Gilded book is able to put in vanilla Enchanting Table,but actually not able to be enchanted

Describe the bug
Put gilded book in vanilla Enchanting Table,it can show level and lapis cost,but there is no actual enchantment and not able to be enchanted
To Reproduce
Place a vanilla Enchanting Table
Put gilded book in
Expected behavior
make it not enchantable?or make it a more powerful book to be enchanted
