[Bug] Dynamo Config Values Not Reflected In Game

Error Behaviour
When tweaking values in the config file, they do not take effect in game, even with a restart. For instance, changing the dynamo's efficiency will not change the FE output.
The dynamo's max output is also not adhered to. Setting max rotation speed in Create higher than the default 256 can allow the FE output to exceed the max set in the config.
Side question, is the dynamo impact value meant to change the overall generating capacity of the dynamo? I'm tweaking values to have steam engines power an IE excavator... I would like to avoid a series of 20 alternators running in parallel if I can.
