[1.12.2] [2.4.31.135] Cargo manager doesn't work when any detector block is placed under the advanced detector rail

The detector blocks work as normal, but the cargo manager doesn't do anything. Its almost as if the detector block code supersedes the cargo manager and prevents its code from running.
