I have the 1.15.2-1.1.4 version and I noticed that unlit torches can only be crafted in crafting tables, not flint workbenches whatsoever. I think this was unintentional and you should be able to make torches before the crafting table as it is lower down on the advancement tree.

You can lit it by right-clicking unlit torch with fire or campfire. It is mentioned in ingame manual
