To prevent unfortunate mistakes, remove the fuel value from storage drawers

Storage drawers keep their inventory when broken now. It would be really unfortunate if someone accidentally burned a drawer full of items.
Since drawers are pretty expensive for their 1.5 item fuel value, I don't think this will have any real negative impact.
