When u have the same Item at multiple Points in your system this Upgrade would allow u to withdraw from this drawer, even when it is empty, as long as u have the Item somewhere in your System.

For example: In your workroom u could have small 2x2 Drawers for easy access and in your basement big Drawers for additional Storage.
