Signal from Redstone Max Upgrade not updating

Minecraft 1.10.2; Forge Version 12.18.2.2171; Storage Drawers Version 3.5.15; RFTools Control Version 1.5.2
As part of an autocrafting setup, I have a 2x2 storage drawer with a Redstone Max Upgrade in it. The when an item is inserted, a signal is emitted and starts and RFTools Control program which fetches items from the drawer. The issue is that when the processor imports the contents of the drawer, the redstone signal emitted has a strength of 1, even when the drawer has been emptied
Manually adding and removing an item does correct the signal. I've tried adjusting the program to wait two redstone ticks before importing to rule out a vanilla redstone bug. I'm not sure if it's a bug with your mod or how RFTools Control handles item transfer (I've reported this there as well)
