BlockUI should be a required dependency

Hi,
I noticed that it's possible to use this mod without having BlockUI installed, even though this makes the game crash when you attempt to use Storage Controllers. Since BlockUI is required to use this mod correctly, it should probably be marked as a required dependency in mods.toml, which will make the game require BlockUI to be installed.
