Too many parrots spawning in savanna biome

I was building my house and game started getting more and more laggy. While looking for the source of my lag I came across 15 parrots sitting on the same bush. After looking around a bit more I saw that the entire savanna biome near me was covered in parrots. using "/kill @e[type=minecraft:parrot] killed around 1400 parrots.
I disabled all mods except Stratospherical Expansion and Terrablender then made a new word. After flying to the closest savanna I killed all the parrots and waited for 5 minutes to see how many will spawn. Around 250 parrots spawned in 5 minutes.
The seed I was playing on was 19531931699376729 on hard difficulty and I was afk at -83,203,72
