[bug] directions allow list not working

Describe the bug
seems like this doesn't do anything at all.
To Reproduce
Steps to reproduce the behavior:
- disable both
UPandDOWNdirections - let lightning strike
- branches still spread down
Expected behavior
only allow spreading in the allowed directions
Minecraft version (please complete the following information):
- Minecraft: 1.19.2
- Fabric
