As shown in the attached screenshots, both in the inventory and out of it, the effects overlap.
I'm also attaching my mods list and the configuration file because I'm not sure what to modify to fix it.

Inventory looks fine to me, where do you see an overlap there?

For the hud change renderers.gui_renderer.offset_x to a higher value.

Well, at the moment the screenshot was taken, I had two effects, "bad omen" and "hero of the village," but the HUD displayed them overlapped.
However, I conducted a test with all mods enabled in a new creative world, and indeed there were no overlaps, even with the two aforementioned effects... so I don't know, maybe it was a one-time occurrence?

P.S. The effects HUD completely disappears in the inventory screen if I keep the recipe book active, and I can't play without it.

The effect list disappearing when the recipe book is open is intentional. The same used to happen in vanilla before 1.18 when effects were still displayed on the left side. You can avoid that by switching inventory effects to the right side.
