As you can see below, when shift is not held and advanced tooltips is not enabled, the tooltip displays the colour rather than the effect's name.

I think something potentially important is that the effects that have the issue do not have Effect Insights/Descriptions descriptions

Crucible Power is added by mod Revoted: Wildfire:
