Sometimes mods add biomes (such as The Hallow) that do not naturally spawn on overworld. This mod ignores that and seems willing to spawn any registered biome.
In regards to this, It may be a good idea to either ignore modded biomes (and provide an API for adding them) or allow a blacklist be added to the config to allow folks to blacklist any biomes they dont want spawning.
