Issue description

Bug: Every time the server restarts, all active TARDISes return to factory settings except for interior contents (no upgrades, unsheared factory look)
Expected outcome: TARDISes keep all upgrades and exterior looks

Steps to reproduce

1. Restart server
2. Return to TARDIS
