The game should be telling you the issue…
Failure message: Mod biomesoplenty requires terrablender 3.0.1.7 or above
Currently, terrablender is not installed

Sadly, I don't think that's the issue, I've had the requirements for biomes o plenty installed to begin with and the same thing is happening. This only happens when both tardis refined and immersive portals are installed / enabled at the same time.
I'm using curseforge (because of issues with modrinth) at the time if that helps.
