Machines using all available power, regardless of needed power while in EU mode.

I am running the the Age of Engineering pack but notice that any of the tech reborn machines I've tried use all of the available power. For example a industrial electrolyzer shows a usage of 128 eu/t, but will drain all the power it can. Here is an example of a compressor draining 2keu/t setup reading
If I limit by a battbox it acts like its not getting all power it needs but it progresses at the same rate as when its using 2keu/t
Also I tried setting the teamreborn config to FE and RF but nothing could connect to anything on ether, I tried ender io and immersive engineering. What am i doing wrong?
