[Enhancement] Industrial Grinder and Sawmill updating tank both on client and server

MC 1.12 with latest TR and RC.
Industrial Sawmill and Industrial Grinder try to drain \ fill tank every 10 ticks both on client and server due to sync issues with amount of fluid in tank if fill\drain done on server side only.
