Quartz is nothing more than crystals of pure silicon dioxide, so it should be usable as a higher yield source of silicon from the industrial electrolyzer (after being ground to quartz dust) as it is in reality.

Carbon cells should also work in the blast furnace steel recipe as a more efficient alternative to coal dust.
