[1.15.2]Omni-tool doesn't have correct damage

Describe the bug
Omni-tool has its craft recipe in Tech Reborn for Minecraft 1.15 but it just have 5 attack damage,which is lower than diamond sword (one of the tools to craft omni-tool)

Steps to Reproduce
Just craft omni-tool.
