Describe the bug
Recyclers are not using any power to scrap things.

Steps to Reproduce
"Jump start" a recycler
Disconnect it from the power source
Then recycle something. No power is removed from the internal buffers

Environment (please complete the following information with the version):

• Minecraft: 1.16
• Mod Loader: Fabric
