Incorrect fuel behavior for Thermal Generator-style generators

When piping a bucket of fuel in, the first 500ml is instantly burned and converted into EU, and then the other 500ml burn normally.
When manually putting a bucket of fuel in, 2000ml of fuel appear in the turbine tank.
This is a result of a fix for #19.
