Describe the bug
Enchanting the rock cutter w/ efficiency 5 allows for almost identical to charged mining speeds when flat, plus allows mining of incorrect block types.

Steps to Reproduce

1. obtain a rock cutter
2. Add efficiency 5 through anvil & book or modded enchanting table.
3. drain any internal battery/do not charge
4. attempt to mine typical and non typical items (i suggest obsidian & gravel to maximize noticability)
5. [OPTIONAL] Charge rock cutter and repeat attempts for reference
